Harley-Davidson is paying a $12 million civil fine and agreed to stop selling illegal after-market devices that cause its motorcycles to emit excessive pollution. H-D sold 'Screamin' Eagle' engine tuners that illegally circumvented EPA emissions standards. H-D was also accused of selling more 12,000 bikes not covered by EPA standards.
